Panel continues contested Hallway Street addition
Chatham's Conservation Commission reviewed a bylaw rewrite that could put nearly half the town under new coastal flood rules.

Chatham's Conservation Commission reviewed a bylaw rewrite that could put nearly half the town under new coastal flood rules. Commissioner Janet Williams told the board the proposed Coastal Resilience Zone would use the state's Massachusetts Coastal Flood Risk Model, not outdated 2014 FEMA maps, projecting the regulated floodplain to grow from 44 percent of Chatham today to 49 percent by 2070. Williams cited NOAA data showing Gulf of Maine sea levels have risen roughly 14 inches in a century, calling the rate "dramatically accelerated." Separately, the Commission voted 6-0 to continue a contested second-story addition at 75 Hallway Street to October 28 after abutters' attorneys argued the project, near a revetted coastal bank, failed to meet the "rare and unusual circumstances" standard for a variance.
Commissioner Eric Hilbert called the applicant's mitigation plan "a weak offering." The bylaw article is targeted for the May 2027 Town Meeting warrant.
